DescriptionNew discussions created are sending emails to the clients before they are made visible. I think the visibility for the discussion or file should be able to be set before saving or applying.

Implemented new filters for the File and Topic client visibility. Before this change, the client email was dictated only by the visibility status of the entire project. The topic and file email notifications now require both project and file / topic visibility for the notification to be sent to either client or client contact.
